 Today, the specialized courses on electoral right for chiefs of district electoral commissions due to the implementation of Azerbaijani President Ilham Aliyev’s order on “Conformation of National Activity Plan on defense of human rights in the Republic of Azerbaijan” has been continued at the Central Election Commission (CEC). Chairman of Azerbaijan’s Constitutional Court Farhad Abdullayev delivered a speech on “Realization of electoral rights given by the Constitutional Court of Azerbaijan Republic” at the event. He enumerated concrete articles of international acts, as well as spoke about electoral practice in different countries. Abdullayev gave examples connected with unconfirmed results of elections on concrete districts by the Constitutional Court in different years. Chairman of the Constitutional Court said that the elections should be held freely: “One cannot speak about democracy when there is no free election”. Note that, the courses which began on August 23 would last till August 26. Chiefs of DEC will be given certificates at the end of the courses. Specialized courses on electoral right for chiefs of polling stations and members of district electoral commissions will be held as the next period of the project on September 1-3. APA
