 Mustafayev Fazil Gazanfar was born on October 19, 1965 in Nakhchivan city. He graduated from the Law faculty of Azerbaijan State University. He is the Candidate of Philosophy. He is the author of 1 scientific work and tens of articles. He knows Russian language. He worked as the advisor of the chairman of Azerbaijan Popular Front Party from 1991, as the director of State-Law department of the Presidential Office of the Republic of Azerbaijan in 1992-1993 and as the deputy chairman of APFP in 1998-2001. He is the chairman of Great Formation Party.

President Ilham Aliyev: “We do not carry out reforms to win somebody’s favor”

 “Azerbaijan has great opportunities to achieve its goals. Our opportunities are in full view. Every region of Azerbaijan is developing, new enterprises, buildings, social and industrial facilities are constructed everywhere. A great work is done for the development of the transport sector in Azerbaijan. It is enough to enumerate new airports built in the country to see rate of development of the air transport”, said President of Azerbaijan Ilham Aliyev at the inauguration of Lankaran Airport during his visit to the southern region. The president said Baku International Airport was reconstructed in 1999 after the long break and new airports were handed over for the exploitation in 2004 in Nakhchivan, in 2006 in Ganja and this year in Zagatala and Lankaran. Presidnet Aliyev said Lankaran Airport, which would carry out the international flights, met all modern standards and would promote the development of southern region. The president underlined this giant facility as an important event in the country’s life. The head of state named Azerbaijan as an irreplaceable country for the transport and energy corridor. “We achieved it with our purposeful and practice work. Roads are rapidly reconstructed in the country. The roads united Azerbaijan’s capital with all borders, as well as Baku-Astara road are constructed now. A part of this road is ready and construction of other part will be completed in the next tow years. All projects, including transport projects are implemented at the level of world standards. All these measures seek only one goal: establishing the modern transport infrastructure in Azerbaijan. And this will first of all extend Azerbaijan’s economic growth, give impetus to the development of the regions and serve the people’s welfare,” he said. Touching upon the implementation of “State Program on Socio-Economic Development of Regions” the President underlined that the country’s economy grew 2.7 times and that indicator had no analogue in the world. “Successful implementation of the state program both revived the regions and gave impetus to the development of non-oil sector. Reconstruction works, new facilities, schools, medical centers, infrastructural projects, new jobs – all this increases the power of the country. We do not carry out reforms not satisfy somebody. All our reforms have concrete meaning, the aim of these reforms is to improve people’s welfare, strengthen economic potential and increase the role of our state in the region and the world,” the President said. “We are successfully realizing oil strategy initiated by national leader Heydar Aliyev,” the president said and added that Azerbaijan was not dependent on anybody, the country’s future development strategy based on domestic resources and economic reforms would be continuous. “It is quite wrong to link all achievements of Azerbaijan to oil. Actually, our achievements are based on serious economic reforms,” he said. The head of state expressed his confidence that Azerbaijan would continue to develop in future. The President participated in the inauguration of some more facilities in Lankaran and ended his visit to the southern region. /APA/

 ICFJ’s Country Director in Baku, Charles Rice will hold forum in regard to presidential elections in Azerbaijan, APA reports. Web cameras to be installed in 500 polling stations during the presidential elections in Azerbaijan
|
 The Central Election Commission (CEC) decided to install web cameras in 500 polling stations during the October 15 presidential elections, said CEC Secretary Natig Mammadov at the Commission’s meeting on Wednesday, APA reports. He said besides the observers the public community would also get an opportunity to watch the voting process. Web cameras will provide obviousness in the voting progress and to fix illegal interference. The cameras will be installed by the Ministry of Communications and Information Technologies. Each can visit the CEC web-site on the voting day and watch the elections. CEC member Akif Gurbanov said the population should be informed about the web cameras in simple language. He said some people could understand this step as a violation of confidentiality of the voting process. /APA/

MPs meet member of Azerbaijani Diaspora in Istanbul in regard to presidential elections

 Azerbaijani Consul General to Istanbul has sent about 600 notifications to vote in presidential elections on October 15, Consul General Sayyad Aran told APA that about 600 Azerbaijani citizens had been registered in the diplomatic representations. Moreover, the diplomat stated that many people were expected to come and vote on the Election Day. “There are a lot of Azerbaijanis, who work, travel Turkey. Bus service will be rendered to voters on the Election Day”, he said. Moreover, about 50 people are expected to vote from Bursa. Azerbaijani citizens living in Izmir will vote in this polling station. Aran noted that Consulate General had been provided with election materials and election posters had been hung in areas, where Azerbaijanis lived densely. To him, Azerbaijani MPs Nizami Jafarov and Musa Guliyev made speeches on elections at Conference Hall of Istanbul Technical University. Azerbaijani teachers, musicians, artists and other persons participated in two-hour meeting. The Consul General and MPs gave broad information about election process in the country and answered questions of members of Diaspora. Polling station will be established in Azerbaijani Embassy in Ankara on presidential elections on October 15. /APA/

 “We are interested more in the elections basing on legal principles than in the winner of the presidential elections in Azerbaijan,” International Foundation for Election Systems (IFES) Azerbaijan Chief of Party Daniel Blessington said, APA reports. He said that compared with 2005 election legislation had been improved. “There are problems related to the Electoral Code even in the United States. There is no perfect election system, but we are trying to make progress and find a variant close to perfect,” he said. Dan Blessington said they were working on new amendments to the Electoral Code. “These amendments are mainly connected with complaints and appeals. We are cooperating with the Central Election Commission to make amendments to the code in the next elections. I hope that the situation in this field will get better owing to the amendments to the Electoral Code,” he said. IFES representative added that the foundation assisted CEC in holding trainings for the members of the election commissions. Dan Blessington said five representatives of IFES would observe the elections unofficially on October 15. /APA/

Venice Commission experts to visit Baku to observe presidential elections in Azerbaijan

 Expert of the elections and referendums department of the Council of Europe Venice Commission Sergey Kuznetsov and expert of the commission Owen Masters will come to Baku along with PACE observers to follow the presidential elections. Sergey Kuznetsov told APA that the representatives of the Venice Commission would be in Baku on October 13-16. The visit will take place at the invitation of PACE observation mission. Over 10,000 Azerbaijani citizens to vote on day of presidential elections in polling stations set up abroad

 On October 15, over 10,000 Azerbaijani citizens will vote in the polling stations set up in foreign countries. Spokesman for Foreign Ministry Khazar Ibrahim told APA that 33 polling stations had been set up in the diplomatic offices of Azerbaijan abroad. There will be several polling stations in the countries, where Azerbaijanis most live. “Three polling stations have been set up in Russia, two in the US and Kazakhstan.
